AT&T developed a graphical image format in 1996 called DjVu, and implemented the .djvu file extension for its data output. DjVu uses image layers and a three-tiered compression scheme to make high quality graphic images. Because these images are so small, they are ideal for web site implementation. The .djvu file format is a free and open one, but AT&T maintained the rights to commercial development of application software. Since the creation of the DjVu format, ownership of the commercial rights has been transfered several times, with LizardTech being the current owner. The full line of LizardTech software still supports the .djvu file format including their Express Suite, GeoExpress, Express Server, and Spatial Express packages.

The original authors of DjVu have capitalized on the format being free and developed their own software called DjVuLibre. It is an open source implementation of the DjVu technology which is licensed under the GPL license. DjVuLibre has full support of the .djvu file format and includes features such as a viewer, browser plug-ins for Mozilla, Firefox, Konqueror, Netscape, Galeon, and Opera, and tools for decoding and encoding. It can be downloaded free of charge from the DjVuLibre website. The site also has links for the necessary plug-ins.

There are two moderate drawbacks to the DjVu format, the first being its limited use. Because web developers have not broken away from the standard .jpeg and .gif on a large scale, most browsers don't have the DjVu plug-ins installed by default. Web users may open a page with DjVu images and notice they are not displayed. Instead there will be a place holder for the image and the user will have to download the plug-in. The second drawback is the compression technology. The DjVu format uses lossy compression rather than lossless compression. With lossy compression you still get a good compression rate, often with a smaller image than .pdf or .jpeg, but when decompressing some resolution is lost. For most users the loss is barely noticeable, and DjVu is quickly becoming a favorite format for digital books, manuals, and journals.
Several programs are available for viewing DjVu images, some with extra features such as printing, exporting, text copying, and bookmarks. WinDjView and it's cousin MacDjView are two examples of this type of software. Both programs are free downloads and have a long list of great features. Other readers that support DjVu include eSnips DjVu Reader and Handy Djvu. With DjVu Reader & Converter it's possible to not only open a view DjVu files, but also convert them to eight different formats including .pdf. Universal Document Converter is another software application that allows DjVu conversion.
Users who have already created complete documents and want them converted to DjVu can do so through a free web-based service called Any2Djvu Server. This is a public service offered by DjVu Zone. With his service users can either upload documents and images to the server and Any2DjVu will handle the conversion. Alternately, the user can provide a URL link to their documents and files, provided they reside on a server with open access.
Errors occasionally occur with both DjVu browser plug-ins and DjVu readers. There have been numerous reports of bad plug-ins downloaded from various independent websites. It's recommended that users install their browser plug-ins using the links on the DjVuLibre or LizardTech Websites. Errors related to the viewer and converter software are normally connected to a corrupt or missing djvu.dll file.
